Colin Higgs 1998-2000 
Presently working with the Commonwealth Games of Canada, Colin was born in England, he became a citizen of Canada, but a Newfie he will always be. Newfoundlanders have claimed him as their own it is easy to see why. Since arriving 25 years ago, Colin’s impact on physical education and athletics has been nothing less than phenomenal. He has worked diligently at the municipal, provincial, national and international levels to move our profession into the 21st century.
Colin has moved through the ranks to become full professor at Memorial University in Newfoundland. Besides his work in his own faculty, he was called upon to serve as Dean of Graduate Studies, computer consultant to the President’s Ocean Studies Task Force, a member of the Senate and chair of many other important university committees too numerous to mention. He found time for his community as well. He is chair of the Active Living Alliance pilot project in St. John’s; he is a member of the joint YM/YW Cardiac Rehabilitation Program committee; he was chair of a mayoral committee to establish minor sports policy for the City of St. John’s and the list goes on. He is truly a man who has contributed greatly to the field of health and physical education.
Colin has consistently published and presented papers over his university careers. His primary areas of interest are computers, technology, biomechanics and wheelchairs. You may ask how Colin became involved in the area of wheelchairs. Soon after his arrival in St. John’s, a competitive wheelchair athlete approached Colin for advice. Always willing to help, Colin turned his considerable talents to the problem and so began a whole new area of study. His creative innovative mind, combined with his ability to think broadly and to bring information from many fields, enabled him to study concerns that have brought him national and international recognition in the field of adapted physical activity. With his extensive statistics and computer skills, he has been called upon by governments and associations to provide analysis, synthesis and evaluation of important issues. His is constantly urging us to think ‘future’.
It is probably safe to say that no one in CAHPER has been more aware – and knowledgeable – about how information technology has transformed our field, but his contribution to our association has not been limited to this. At every level he has served with distinction – on the Board, as a Vice-President, as a faculty/student liaison, on Special Interest Groups, as editor of the Journal and the Research Supplement. He captured our history on tape and slides for our 60th anniversary. He was in charge of publicity at the famous 1980 conference in Newfoundland – and everyone know we were there!
Colin’s ability to function effectively in both disciplinary and professional worlds is probably no more clearly demonstrated than by his recent appointment by the Commonwealth Games Association of Canada to serve for two years improving athletics and physical education in the Caribbean. This is one of the first projects that is using sport as the vehicle for international development. Colin will be responsible for developing physical education curriculum in both elementary and secondary schools, upgrading technical skills of coaches, enhancing sport administration and competitive possibilities for athletes. This is a well-deserved honour for Colin and a responsibility that we know he will tackle with all of his great abilities, his unlimited energy and his infectious enthusiasm.
Ladies and gentlemen, Mr. President it is indeed with pleasure that I present to you, Colin Higgs, an exemplary physical educator, a trusted advisor and friend, a colleague nonpareil, winner of the R. Tait McKenzie Award of Honour, in recognition of his distinguished service to the profession and unremitting zeal in promoting its aims and objects.
